Project background

We're proposing to introduce permanent built form and design requirements for commercial areas along the south side of Heidelberg Road which passes through Alphington and Fairfield.

In June and July 2021, we received your feedback on the Draft Local Area Plan, the interim Design and Development Overlay Schedule 18 (DDO18) and interim Heritage Overlays (HO511 and HO512).

A Design and Development Overlay (DDO) is a planning tool that is applied to areas such as shopping strips and old industrial areas that need specific requirements to guide the built form and design of new development. Find out more about DDOs and the types of controls they include.

After receiving feedback from the community in 2021, we’ve prepared a permanent DDO18 to replace the interim DDO and two new Heritage Overlays (HO451 and HO455) that will be progressed through Draft Amendment C273.

Draft Amendment C273yara

The draft Amendment C273yara was open for feedback from Monday 31 July to Monday 28 August 2023. All amendment documentation and more general information can be viewed here.

During this period we invited you to take a look and, should you wish, make a submission on the draft Amendment. We reviewed and considered all submissions before making a recommendation to Council.

After considering submissions to draft Amendment C273yara, Council resolved at its meeting on the 12 December 2023, to request the Minister for Planning refer draft Amendment C273yara to the Committee, with some changes. This means that all exhibited and changed amendment documents and submissions were requested to be referred to the Standing Advisory Committee for consideration in a public hearing. The Advisory Committee will review and hear public submissions and provide Council and the Minister for Planning with their recommendations on draft Amendment C273.

In February 2020, Yarra City Council requested interim Design and Development Overlay Schedule 18 (DDO18) and interim Heritage Overlays (HO511 and HO512) be prepared to respond to growing development pressure in the commercial pockets along Heidelberg Road (Amendment C272).

Interim DDO18 currently applies and is due to expire after 22 April 2023.

After receiving feedback from the community in 2021, we’ve prepared a permanent DDO18 and two new Heritage Overlays (HO451 and HO455) to be progressed through Draft Amendment C273.

Officers have used the consultation feedback, strategic background work, relevant Council resolutions, relevant Victorian Civil and Administrative Tribunal (VCAT) cases, the approved interim DDO18 as well as more recent amendments to inform the permanent built form controls.

At the Council Meeting on Tuesday 25 October 2022, Council resolved to request consent from the Minister for Planning to prepare and exhibit Draft Amendment C273 as per the Terms of Reference for the Yarra Activity Centre Standing Advisory Committee.
